Retaliation for the murder, cutting the hand of thief, prohibition of liquor compulsorily, killing both who are engaged in sodomy and punishment for fornication are to be implemented only when there is a group of believers. Today there is no a group of believers anywhere in the world. So the odd believer is commanded to propagate Adhikr which is the Best Interpretation of the Lord’s Book throughout the world aiming to form the harmony of mankind, and to make aware them about the book of deeds fastened around their neck as told in verses 17: 13-14, and thus abstain from all Satanic deeds.
